Is there anywhere I can go that has a list of fixed value codes that I can use while making my Homebrew? I am trying to make a Hit Points per level code and I can not figure out how. I am not even sure if I am using fixed value correctly. I also have some Race abilities that that I want to automatically adjust if my friends select that race, I am not sure how to do that either.
Can someone please help me with these questions? :)
That’s not entirely accurate. The trait will automatically apply at character creation, but if the attached Action has a level prereq it will not get added with the trait and will instead only appear on the character sheet when the appropriate level is reached.

Unfortunately not.
Lolths_Bane already answered this one, but in future the easiest way to learn is to find something official that does what you want (more or less), and make a homebrew using that as a template so you can dissect it. You can always delete it when you’re done. In this case, the DraconicBloodline Sorcerer and Hill Dwarf both use that Modifier.
If you explain what you want it to do I’ll help you.
So I am running into a few issues. I am working on making an Elder Scrolls D&D campaign for me an my friends. I have the aces all made, not saying they all work properly yet, and now I am working on creating the subclasses. My most recent issue is a subcell issue. I made a Monk subclass that that is able to use the Thu'um by spending Ki points. In the subclass I added probable 15 or so shouts that they will be able to select from at levels 3,6,11, and 17. However, when I roll my mock Monk it is not showing any of the shouts on my character sheet nor is it letting me choose any of them to put on my character sheet. I rolled as level 11 to test my home-brew and should have acmes to a handful of shouts. But they just are not there.

I never played Elder Scrolls, so I am only viably aware of what you’re talking about based on people explaining memes to me. However, I think I know what at least some of the problems might be.
Make sure you create your feature as a “Granted” feature. Ignore the “Replacement” and “Optional” feature types as if they are diseased unless you wanna do stuff like the Optional Class Features from Tasha’s.
As part of the “Granted” feature, you need to create “Options.” (Feature “Options,” not “Optional” Features, confusing, I know.) I explained how to correctly set up options in these two threads:
Once you’ve gotten everything correct on those a two fronts if you’re still having trouble correctly configuring the Actions you attach to those Options lemme know and I’ll help ya out.
God bless you. Ok! so my options are showing up. I want to make it so when at level three they can pick from a list of shouts, then at 6, then at 11, and finaly at 17. I want them to be able to pick two shouts at each level, example. at level 6 they would have four shouts total.
Im reading your link about the level options. this is what I'm getting in my mock sheet. It shows all the shouts on level 3 and under them its has to dropdown and they both say choose a level3 option
Don’t make them “Granted Options” make the Feature “Granted,” not the Options. (Confusing, I know.) I believe explained all of it his No those threads, go read them there, come back with questions after that.
Thats how I have it. Should I have individual features for each shout? Or should I have one class feature and make a spell for the individual shouts and set a 3,6,11,17 level to them? Would that tell the system that at level "3,3" they can chose two of these "shouts". so on and so on.
As of now I have each shout as its own feature and on each shout it has 3,3,6,6,11,11,17,17. And I feel like that's the problem.
1 “Granted” Feature name “Shouts,” Then list the individual shouts as individual Options attached to that 1 Feature. I gave you those links so I wouldn’t have to repeat all of this to you. Read the threads I linked for you (the whole threads, each is only about as long as this one is now).
No offense, but if you ask me for anything else without reading what I have already explained I will rescind my offer to help you and no longer reply.

Go to Edit > Click Modifier > Bonus > Modifier Sub type hit points per level > fixed value 1.
Actions for fixed level sadly do not work.
ok. Thank you for the help!

And it is saying no choice made twice under each shout on my character sheet. I assume I did something wrong
Each “shout” would be its own Option, in the “Class Levels Where Options Known” field, put the following:
That translates to the system as:

Bit late to the thread, but is there a way to make an AC bonus modifier based on an ability score modifier?
