Well, the Luggage is kind of indestructible and extremely powerful mostly as a joke, so the main way to actually reel it in is just to give it a proper stat block. It doesn't have to be anything special... you could use the stats of any common creature (maybe just a simple pack horse or donkey), then flavor it with details exclusive to the Luggage. Then just include the specific details of the Luggage... the interior functions under the rules of a Bag of Holding, maybe include some details on attacks its capable of (a simple ram attack, and a sort of grapple attack for it to attempt to swallow medium or smaller creatures).
Mimic + Portable Hole/Bag of Holding combo would be my suggestion, make it an Aberration/Monstrosity type but keep the basic stats as per the Mimic monster but maybe boost speed to 30ft as it has a base speed of 15ft normally.

A permanently Awakened chest perhaps? Or maybe a permanent variation of the Tiny Servant for a medium object?
