Hi, I'm trying to create an item that would add a +1 hit for fire based spells and 1D6 fire damage additionally (2D6 on spell of level 5 or more).

Is this something that can be done?

No. There is nothing that designates a “fire based spell” in D&D. There are spells that deal Fire damage, but the damage type doesn’t dictate anything about “spell type.”
