So I wrote a homebrew pact for warlock that is able to be used with any patron but I don't know how to actually add the pact to the character builder or if you can even use homebrew pacts at all.

The subclasses with the specific patrons are the Pacts. Did you make a subclass, or did you make a “Pact Boon” like Blade, Chain, and Tome?
If you meant “Pact” that would be instead of any other patron. If you meant “Pact Boon” then no, we cannot currently make homebrewed Pact Boons.
The "easiest" way to add Homebrewed Pact Boons/Invocations to a Warlock is to make an Homebrew feat, and use the "Manage feat" option in the Features & Feats window of the character's Sheet to add it.
