If you have a homebrew saved to your account, and you join someone's campaign, do you have access to that homebrew? or only if the owner of campaign has it saved as well?
As long as the homebrew is in your “collection” it gets shared with everyone in every campaign you join.

Yes, even the homebrew collection of players are shared with all the there players in the campaign.
