So, I am trying to make a variant of the observant feat, where instead of the base +5 bonus to passive Perception and Investigation, the bonus is equal to the characters proficiency bonus. Is there a way that I can edit it so its proficiency instead of +5, or is that not possible at the moment?
So I did apply the proficiency bonus, but it isn't adding the additional bonus to it.
Ex. W/ normal observant: 10 (base) + 5 (feat bonus) + 5 (skill bonus) w/ Variant Observant: 10 (base) + 5 (skill bonus). It doesn't add the additinal +3 from the proficiency bonus for the feat. I don't think its registering that its adding essentially "expertise" for the passive scores. Is there a way to fix it or do I have to manually edit it when the proficiency bonus goes up?
PS- It may be because it’s already adding in the proficiency bonus. If you give them expertise or twice proficiency in the skill it will automatically apply that to the passive score, there just may not be a way to only apply it to a passive score though. You would have to test it by trying the feat on a character that is not already proficient in those skills.

Your passive perception/insight/investigation are calculated from the skills of the same name, so if you have proficiency in the active skill you add proficiency to the passive version as well. If you have advantage on the skill you get +5 (-5 for disadvantage) and so-on.
While they're not the same thing as such, they're directly related; you use passive checks in situations where there's no immediacy, or the DM requires secrecy (or wants to reduce rolling), e.g- instead of everyone rolling perception to spot something hidden, the DM can roll a difficulty for the hidden item (or enemy etc.) then compare to the passive scores. It's good for things like keeping watch (passive perception), a prolonged search of a room (passive investigation or perception), spotting people who don't belong at a party (passive insight) and so-on.
And to be clear, theoretically it’s possible to have a passive score for any skill, it’s just not as commonly necessary so not really talked about. But, say for example, passive Stealth is totally a possible thing.

Check out the General FAQ #s 6 & 6-B: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq). If that doesn’t solve your dilemma then it may be something that has to be dealt with manually.
