*i think it is partly because it is generic. Any character can be played there, so it appeals to everyone. In contrast to, say, Wild West taverns where you have to be a cowboy or whatever, or Feywild taverns where you have to be a fey or have a certain backstory. As it is basic fantasy with no deep obvious loredump, anyone can be welcome. At least that's my theory*
