"Ah, I forgot that you treat hunting criminals differently than hunting monsters. Why would you need to track the refugees? That seems like an uneccesary invasion of privacy. If the criminal were hiding among the cityfolk, instead of the refugees, would you round up cityfolk and mark all of them? If the criminal was, say, hiding amongst you, would you allow yourselves to be marked?"
"Yes. You say that like what we're doing harms them." They say as another refugees sent off, "If this criminal stays loose, it could lead to drastic consequences, and I'm sure the cityfolk care about that more than a small mark."
"Fine. Alright, I'll assume the marks are in their best interest. However... if this criminal is so dangerous, so inconceivably harmful that these measures are necessary... how come you're so confident? You don't seem afraid at all, not even deep down. What if this person found your loved ones? You don't seem worried about that. Surely, if this person is dangerous, you would be worried, right? For the safety of the people, if not yourselves? I apologize if I'm being a bit intense, but I am very curious. I am a scientist of sorts, so I study whatever I don't understand, and given how casual about this whole thing despite your heavy armaments, you clearly have enough time to answer my questions."

Given that information, and that you appear to not be refugees yet know about this unnamed individual from the city that just melted down, I'd say you're mercenaries. The city council sure as hell didn't hire you, since they would have put that on the news for sure and wouldn't have equipped you so well, so I'd say you were privately contracted. Your weapons are high-tech, implying that you are working for a group that can acquire such expensive and difficult-to-get weapons, such as a powerful corporation. You're from the company that melted down that city, yes? That makes this interesting. So, playing along, sir, what are the crimes of this individual who is so dangerous, yet not dangerous enough to threaten you?"
