Several of the citizens hears the song and look towards Happy a bit alarmed and confused. The main city of Mephilia’s portion of the kingdom, The Radiant Fortress of Slendor, is well fortified and organized not to dissimilar to the City of Order. However there is far more light, color, and shine to everything, and many more metalwork structures and constructs due to Mephilia Forge Domain. There is also a more upbeat aura to the place due to her Luck domain, representing good fortune that invigorates the realm.
After a few minutes of singing, he would watch a figure take flight from atop the tallest structure, a massive temple that is part castle and part furnace/forge. Soon Mephilia’s would fly down and land before him.
“Greetings Happy Chaos. It is nice to see you again. What brings you to Splendor?”
He waves to Mephilia "I decided to come visit since I had some free time." He is flipping a coin that always lands on heads "It's nice to see you too."
“Well you are welcome here anytime” She says warmly. Seeing Mephilia greet Happy with no hostility, they resume there current tasks and the lively hustle and bustle of the city returns to normal.
“How fairs your city and the refugees. I know you have a great deal of power…but I hope you are not stressing yourself out too much.”
"I've decided to not let myself be in charge of the city. I will oversee things but I am not the king or anything." He sighs and takes a few breaths "I have made sure everyone is safe and healthy though." He walks inside the kingdom and begins looking around.
"I see. Well, Alabastor just sent me a message through our connection that you were seeking an ambassador from my Kingdom to help out? And of course if supplies and trade routes are needed to help with resources we can set things up."
"We simply seek someone with experience helping manage a kingdom. We would not ask anything of you to get nothing in return." He looks around, his strange appearance hopeful not scaring anyone.
"Well luckily I have a few that are rather qualified. Though I am technically in charge of everything, the various organizations I have created work together to run the typical day to day, and I assist them when necessary. I would rather be a present and active ruler and participate in bringing this kingdom to a brighter future then passive and hidden ruler sitting atop a throne. Plus I hate staying still and not doing something. It's why my temple is also a forge."
“Ah, temples. I don’t seem to have many followers of my own, not that it bothers me in any way. My job is to protect those without power like ours.” He turns to her “Also I heard I inspired you with my good morals and such, so I’m happy I could do that for you.” He creates a clone and sends it out to experience the joys of the city “You are doing me a great service, thank you once again.”
"Your welcome, and also thank you. It is nice to know there are others out there trying to do some good in the world." She says.
The mortal watch the Happy clone curiously. They don't see too fearful uncomfortable around him. Considering the other half of the Kingdom of Duality is ruled by a giant shadowy eldritch mass of void, eyeballs, and tendrils the rules over a horde of undead, Happy isn't really all that strange to them.
The Happy Chaos clone looks for the best deli in the kingdom, trying every deli they can find and paying well, with very good tips. He has slightly changes his appearance to have a multitude of grinning mouths across his being, all the teeth impossibly sharp.
”It is all I can do, the mortals of this world can become better, I am here to make sure that they do.”
Kagorax is still waiting for confirmation about the city, getting impatient.
A devil walks out. "Uh, sir, Faltros wants to speak to you face to face."
Kagorax sighs. "Take me to him."
"You go. You know where the throne room is. And I'd rather not get my soul slowly burned if he's angry-- I mean, I'd rather not disturb his privacy." The door opens.
Kagorax gives the devil a burning look and stomps off to the throne room, calling back over his shoulder, "Thank your lucky stars that I don't report your cowardice."
"We live deep, deep underground. We don't have 'lucky stars'." He mutters to himself.
In the throne room, Faltros is psychologically torturing a seemingly random mortal from the surface. Kagorax doesn't see anything, but the mortal is terrified. "Is someone there? Help, please! Anything to end this--" Faltros looks and sees Kagorax, then snaps his fingers and the mortal sinks into the ground while screaming in panic. "Ah, Kagorax. You have arrived." He sits in his throne.
"To the point, lord. I have waited long enough and my army tires."
"Ah, yes. The city. Why do you wish to build it? Creating strongholds on the surface could very much draw the ire of other Wills."
"I know now that we cannot cower here forever. The location of this place is no longer a secret and..." He breaks off, unsure about whether the next thing he's going to say is a good idea.
*he cant build it. or at least cant call it the city of chaos.*

Interesting. And the deathbloom was... wilted? And you brought it back? the rat leader squeaks in acknowledgement and the other rats do a last minute check on the materials they’ve gathered, including an evil human soul. They determine it’s all suitable.

"The Deathbloom seems to seek out the energies of a Greater Will, and a verdant place it can root itself. That is the nature of such a artifact, it can not function to it's fullest potential without a Will attuning to it. I'm sure I'm not the most qualitied to use it, who really could be outside of it's creator, but I feared that leaving it unguarded after it's last activation would attract the wrong sort of attention. Having the Umbral Willow, a creature connected to my power, maintaining it was the best solution I could devise given the circumstance. I had hoped to not draw too much attention to myself for my part in this festival I summoned. Seems that did not go as planned, but such is life I suppose."

"The day I turned to you, there was another Will. The Fathomless. He escaped and must have told Cogintius about my existence by now. I have also heard of a City of Peace, built by Happy Chaos. The Fathomless seems to have made an alliance with him and is also the only reason that Happy Chaos is still alive." He pauses. "He challenges Foreir in his power and is turning his sights on the Overwills, aiming to ascend. While Foreir is the next for ascension, The Fathomless and Happy Chaos are powerful enough to take him out." Another pause. "What I'm saying here is we aren't safe. We need this war over. My city will help. We can gather our followers there and either allow our enemy to march on us, or we march on them. For better or worse."

*he cant build it. or at least cant call it the city of chaos.*

What is your name? They ask the Willow controlled by Volumdremaak.
they are nearing their destination, the secluded valley separated from the world by hills on two sides and the river on another two, a vast open space, protected and hard to get to for mortals. Lush and full of open grassy fields and small patches of bramble and trees. About 10 miles in each direction in total. The destination is in view of the rats and the quartet.
"I am known as Volumdremaak, the Gentle Darkness." Her voice whispers out. "The Umbral Willow is my creation...a guardian for the Deathbloom, so that it may remain within the Valley."
"We are nearly there" Zeon says as it sprints towards that area.

Soon they would reach the destination. Zeon, Talric, Enki, and Aalto inspect the area while the rats do their thing.
*They are like the rat's body guards. Also an evil soul? Nothing could go wrong with that. XD*

I see… I don’t think there is much I can do stop you from this, so please handle the deathbloom with care. It’s one of our most precious ways to remember Herionidus and his most precious artifact.
the rats spread out, examining the area for people, wild animals, and other possibly dangerous creatures. Five of them go near the water and begin clearing out a small swathe of tall grass, cutting it and making space for new plants to grow. Another one brings over the seeds of Herionidus they had procured in the city of order.
"I don't intend to using it for any purpose other then to keep this Valley lush and protected, as it is not mine to use for my own purposes. If I knew of a better solution I would have taken it. The only way I could try to find one would be to reenter the tomb and look through the tomes there."
"Is there anything we could do to help you?" Zeon asks.

That’s good… wait, most of us haven’t been in the tomb… what have you found in the books there?
they try their best to Convey they want Zeon to guard them, and they want Talric to keep the flame growing and create a bonfire with it.
Volumdremaak would tell her about the tomes she read though and the other things she saw in the tomb, giving as much details as she can.
"Alright, we can do that." Zeon says as it, Aalto, and Enki keep and eye on the perimeters and Talric would start a fire where the rats specify. Off in the distance, the elemental archipelago of the Fundamental Isles are floating in the sky. They aren't too close, but are visible.
