“I think we should focus on gradually shifting the political landscape of the city so that when we do change the law, it will be met with utter acceptance.”
Good idea. How would we get them to like us though? I’d imagine that even if we are hiding behind the facade of eradicating the cult of a hated demon, the public would still be angry that we’re imprisoning their family and friends…
“We must cultivate their fear. Use our spies to plant evidence and set up fake infernal rituals, so they believe they really were cultists all along. We control the flow of information with a tight enough grip, and we can control the very limits of their own thoughts.”
I like the way you think… but what are you planning on doing with the captured?
“Oh, don’t you worry about that…” She chuckles. “They are being put to excellent use…”
Well, wouldn’t I arouse suspicion if every single person captured was found guilty?
“Yes of course, that’s why I plan to let quite a few of them go, and compensate them for the trouble. That way the administration seems just.”
Good, good… though I did have a sudden, quite wicked idea. What if we created sort of… copies of some of the people we let go, under our control to further exert control over the population? We could replace a few of them to act as spies that anyone working against us would trust… it’s a work in progress plan, we need not start it or continue planning it immediately…

Savut frowns slightly. “I doubt that will be necessary. Wouldn’t the people, who would be so glad to see their relatives and colleagues safe and free, notice that something was off about them?”
True… it was simply an idea.. . Nevermind.
“No, it’s not a bad idea, it just needs some work. Maybe we could create something that can intake sound and transmit it to us quickly, and then plant it on the innocents when we send them back. That way, we could use them to root out rebellion. Like some kind of hive mind made of living ears. Perhaps insects.”
Something similar to the parasites of Nurgul? They could have something in their bites that makes it hard to notice, that eases the pain. Or something else that could hide in clothes… or in hair? Perhaps something that could disguise as a strand of hair. That sounds sort of strange, actually…
“Insects can be very small. Did you know that impossibly tiny bugs already live in mortal eyebrows? Makes me glad I don’t have them.”
Interesting… I am quite glad I don’t have tangible eyebrows either. So we shall create diminutive spies and release them upon the population in secret?
“Yes. Now, there are only a few more things we need to get settled before we put everything in proper motion. Are we planning to take any action against any other major settlements, regions or Wills?”
that might arouse suspicion to our facade, wouldn’t it? Unless you can think of a reason for the city going to war, or even just us or our close companions. Unless we keep it a secret.
“Well, given my specialty in diseases, I could set plagues upon them without their knowledge. In fact, before this glorious opportunity arose, I had actually been planning to set a ravaging scourge upon the realm of Tenebrous in the Kingdom of- hm.” She suddenly stops, looking concerned.
