Nobody knows he's here yet beside the guards, who are overjoyed to see he's alive and celebrating. *Arch, did Aemulus wipe the City's memories or anything? I'd assume they would mention to Cog Savut saying he's dead. Plus the clerics and possibly the elders have resistance to mind numbing effects cause their ties with Cogintius.*
Faltros is in the Will afterlife. Meanwhile, all underworld creatures are in their place. Soon, once all Wills leave, they shall be free.
The void is watching the City of Order from the outside. It isn't noticed by Cogintius.

The guards aren't on patrol at all, as all of them are in a lounge partying. Cog hasn't seen Aemulus yet, nor has he touched the wards and realized he's locked out.
Quickly, he lets Cogintius pass through the wards, along with anyone he pleases (the highest authority being with Aemulus and Savut of course, but Cog won’t realize that) and he appears in front of him on the other side of the wards, looking a mixture of exhausted and relieved.

But before that, me and Savut worked on eradicating that cult around the city, and we had to temporarily change some of the surroundings to make it more favorable for Savut’s minions… but all is well and peaceful for now. We don’t know how many had died yet, but we’re preparing for the worst…”
