Republic: The Upper Class doesn't always have to be at least one stage above lower class.
Maybe Monarchy and Empire could be titles? For having a high amount of settlements?
Empire isn’t really a style of government, so that makes sense. But monarchy is a specific way of ruling. It would probably have something to do with the upper class, because of the fact that monarchies are usually corrupt, and only really benefit the wealthy

autocracy: upper class and lower class wealth stages are decreased by 2, and military power of all units is increased by 1.
oh, also, if the lower class of a settlement is wretched for more than ten days, then the settlement collapses :>
