Pretty much everyone in a position of power is either a vampire themselves, or is a puppet leader for a vampire. A majority of the human population knows this, but it’s not like they can do anything about it. They simply have to live with the fear that they could get randomly killed on the street by a vampire and their killer will never be brought to justice. This along with the fact that most humans live in poverty makes London a pretty miserable place to live. So what do people do? Form a secret society of humans with the sole goal to eradicate every last vampire in London, or die trying
