Ciano says ‘We can go in, and tell the guy at the desk we’ve got an artefact connected to the Joestar family to hand in.’ Ciano pulls out Avdol’s notebook with a grin. ‘Assuming he lets us pass, he’ll also probably direct us to the area of the Foundation related to supernatural occurrences. If that doesn’t work, we can say we’re with Jotaro, and if they phone, Jacob may be able to bluff his way into getting him to let him in as they know each other.’
*Also Dio is very much MHTL+. My reasoning is that The Sun stand's attacks do indeed move at light speed. Light speed reaction would be being able to notice the attack and even partially dodge it, but both Jotaro and Polnareff were able to comfortably block the attacks from the stand. The World scales far above Polnareff and Dio scales relatively equal to his stand. Therefore I believe I am correct. These speed feats are consistent.*
