False Appearance. While the armor remains motionless, it is indistinguishable from a normal suit of Demon Armor.
Ghostly Wrath. As a bonus action, Syndro can project a clone of himself, which shares the exact same statistics except that it has 1 health and all its attacks do Psychic damage. The Clones can move through walls and other barriers and ignore 5 points of AC. He can have any number of shadow clones.
Despot. Syndro gains + 1 AC for each clone he has.
Shadowy From. Syndro gains +5 AC while in Dim light or darkness: in addition, while in total darkness, Syndro is immune to all damage.
Legendary Resistance (4/Day). If Syndro fails a saving throw, he can choose to succeed instead.
Actions
Multiattack. The armor makes attacks, then can move up to his speed; three times. (e.g, Rend, Move, Rend, Move, Whirling Blade, move.)
Rend. Melee Weapon Attack: +_ to hit, everyone in a 10 ft. sphere around him. Hit: 2d10 + 7 Slashing damage, and anyone hit by the attack takes a permanent cumulative -1 penalty to their armor class. This only works if the armor they are using is of Very Rare or lower rarity. An item reduced to 0 AC with this is destroyed. This damage can be repaired with Wish, which counts as replicating an 8th level spell or lower.
Whirling Blade. Ranged Weapon Attack. +_ to hit, 120 ft. Hit: 2d8 + 7 Slashing damage. Syndro can make another Whirling Blade attack if there is a target within 30 ft. of the first target. (e.g. Jim gets hit by Whirling blade. Jill is within 30 ft. of Jim. Syndro can make another attack against her too. Junior, who is 50 ft. away from Jim but 30 ft. away from Suzie, can also be targeted.)
Legendary Actions
Syndro can take 4 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Syndro regains spent legendary actions at the start of its turn.
Attack. Syndro makes one Rend attack.
Move. Syndro moves up to his speed.
Project Clone (Costs 2 Actions). Syndro projects a clone of himself.
Be warned, this guy is supposed to be touch, especially with the 300+ DPR folks out there.

*You also edited out the “immune to all damage from spells” part. I don’t know if it was a mistake to put it in there or not, but I’ll be charitable and assume that it was. You also cut down all of the saves; it used to have proficiency in all saves. You edited up the passive perception, not that it matters since it’s impossible to hide from it with three hundred feet of blindsight. Also, your RAW gives the clones legendary actions, which means its and their AC becomes literally exponential turn one. You’re missing ranges and to-hit bonuses; your statblock is immensely overtuned and would TPK a party of 20th level characters with ease. Martials literally do nothing against it, as does the vast majority of the spellcasting toolkit. I can think of three, maybe four ways to kill it, and they’re all really scummy lockdown strategies with no real counter.*

The Elder Tempest cant create clones that raise its AC, isn't immune to everything (it has normal resistances) has a normal set of HP, and doesn’t just. stack everything to make big numbers.*

You are allowed entry into the aviary. The glass dome fills the space with warm and bright sunlight. A dirt path winds its way through the gardens which are noticeably much more lush and green than the dusty landscape of Hoeb. Birdsong fills your ears and you catch flashes of bright greens, reds, blues, and yellows as exotic birds dart form branch to branch. You notice the towering figure of the Tayr standing under a tree, looking up among the branches.
Khass closes his eyes for a moment, visibly relaxing as he hears the birdsong. He blinks, then smiles up at the Tayr, raising a hand in greeting, though remaining silent as to not disturb him or the birds.
The Tayr turns and spots you. A small grey bird is perched on his finger. It flutters off and he approaches you. "Khassahn, welcome." He says warmly. "How do you like my new aviary?"
“It’s beautiful.” He says with a soft smile. “I have never seen so many birds in one place. I brought a gift for you, as well.”
He looks around, “Yes, they really are fascinating things. They are… simply so very beautiful. Birds are sovereign rulers of their realm, the sky, for there is no other thing that lays quite the same claim to it, is there?” He looks back at you when you mention the gift, “You are quite generous.”

Old Caterinna has been focusing on their military and their new housing and structures being built, but the construction of the Tayr’s aviary has reached Lady Bouclaire’s ears, and soon after, the Tayr receives a gift from Vallereine, delivered by one of Bouclaire’s traveling diplomats. Inside of a silver cage, they bring the Tayr a strange avian: with brown and white feathers, and two oddly shaped, golden tail feathers. It doesn’t sing its own song, but instead it imitates the songs of other birds in the area, as well as various other sounds, including that of a wild cat, and a human child crying. A lyrebird, native to the old Caterinna area.

*it is not. I believe the bird in Hunger games is the Mockingjay. I decided Bouclaire would send a Lyrebird because not only are they super awesome and thematic for Vallereine, but also because Bouclaire’s castle is called Lyrebird’s landing.*

*I’m fairly sure mockingbirds are in New Jersey. They are very common in America. And your state bird is the Goldfinch which is at least very pretty. And then you’ve got the Jersey Devil which may not be a bird but it at least flies.*

*how is light plate good? or really a legendary? most builds that can get to 20 dex realistically should have atleast 18 con, so if im understanding that would. just be plate +1 for most builds, also, at the level that literally anything could beat this thing they arent getting any use of, at best, +2 plate.*

False Appearance. While Syndro remains motionless, it is indistinguishable from a normal suit of Demon Armor.
Ghostly Wrath. As a bonus action, Syndro can project a clone of himself, which shares the exact same statistics except that it has 1 health, has no Legendary Actions, does not have the Ghostly Wrath or Despot traits, has a flat 18 AC, and all its attacks do Psychic damage. The Clones can move through walls and other barriers. He can have up to 10 Shadow Clones.
Menacing Despot. Syndro gains + 1 AC for each clone he has. In addition, any other clone or minion in his presence (i.e. the Beast Minion for the Beast Tamer or the simulacrum from the Simulacrum spell.) has disadvantage on attack rolls.
Shadowy From. Syndro gains +5 AC while in Dim light or darkness: in addition, while in magical darkness, Syndro is immune to all damage except for Radiant.
Echolocational. If Syndro is deafened, he cannot use his Blindsight.
