Lady Bouclaire has been renovating Old Caterinna with the abundance of wealth found in Lyrebird’s landing, and she has decided to make a very big decision: she is sending out a group of a hundred settlers to found the starts of a new settlement. Soon, they will have reached their destination: the Fork in the Tsaritsa river, and they will begin to build.
this is costing a lot of money, and is requiring much of the treasury (the taxes are fairly low in Old Caterinna) to be funded, but Bouclaire is ready to take that risk.
in addition, the theatre has recently opened in Old Caterinna: The Eurydic stage. (Yer-id-Ic) the growing number of travelers Old Caterinna currently has, and the wandering merchants who occasionally stop by are spreading the news quickly, speaking of the quality of their first performance: an old ballet of unknown origin.
*Just to clarify, if you have the resources to make two settlements at the same time, can you?*

It is a peaceful event, and no organized troops will be allowed to approach the town of Old Caterinna.

*I was thinking about if Vallereine ever theoretically attacked (they wouldn’t) I’d flavor it as like, them having some sort of medieval, magical version of explosive mines they could use, I just wasn’t anticipating, uh, a settlement being underwater.*
*I think it’s reasonable for their settlement to be attacked if a person lists their strategy sort of. Like, say someone wants to attack Urat, which is in a practically unlivable climate. Instead of some official ruling, a neutral party could make it instead (the aggressor and the defendant both would agree as to who this third person would be) and the aggressor would make a simple (and plausible) argument as to how they go about doing it. For example, perhaps they wait until summer during daylight, or they enchant their armor with fire runes that allow them to get there.
If you want help with rules, id be happy to :) especially about leaders of the colonies, I think it would be best to standardize what items they get, their stats, and similar stuff so things don’t get too out of hand if people end up fighting. There’s a ton of board games to reference for this style of play too if we want to go a more rules usage route. Personally I’m a huge fan of this kind of civilization numbers crunching type thing, but it’s definitely not for everyone in terms of fun.
