 question 1: its for the pluses you have on each saving throw

question 2: yes

question 3: no

 I've been doing saving throws wrong all this time then

basically, its the plus you have for the stat, plus your proficiency if you are proficient in that type of saving throw, plus any other pluses to saves you might have from magic items, class features, ect...

 you were playing ranger a bit wrong, but yes, ranger possibly are a bit weak (dont argue about this, i did not mean this comment to be another ranger underpowered?) depending on who you ask, and no matter who you ask, they are not really meant for battle.

and anti matter rifle blood hunters are op.

Oh, then I just changed it. I deleted the ranger classes so that's probably when you checked.
