it says make an attack roll, yes. but why in the nine hells and infinite layers abyss would you use charisma for snatching something out of the air? not to mention, mage hand explicitly says: The hand can't attack. (among other things it can't do)
as for cover, sharpshooter and oathbow both negate it except for total cover
the perception check? I have already stated that I have blindsight up. if you aren't trying to stealth (and you never declared you were), then I can see you just fine
