I have a fly speed of 70 feet, and can use my extra action to dash instead of attack. if you want to take out the haste attack, that's fine, but the rest hit.

where are you getting the +16 from? what spell do you have that can target that, or otherwise what is giving you such a high to hit bonus?

you need an attack roll hitting 24, or an acrobatics check against the same number. and you can't target an ioun stone with much of anything, spell wise, because it's an object that's being worn or carried.
