The phylactery is more lore than mechanics for the lich. Honestly, Sauron is pretty much a death knight without the paladin spellcasting and with 20th level wizard casting.

I actually made stats for them a long time ago. I'll have to see where they are now.

I actually have a 'The Hobbit' themed campaign sitting in one of my drawers, where Thorin and Gandalf ask you to go slay Smaug, or steal the Arkenstone for them.*

I had my PCs get teleported to multiple worlds on accident by a fey princess who was trying to get them back to their home world. One of the worlds they were teleported to was Middle-Earth, and they landed in the Shire just as Gandalf was walking to Bilbo's door to ask him to go on an adventure.
Frodo's pathetic. He has high Charisma and nothing else. Like he'd be an 11th level character.
Honestly, I would say Frodo is only level 2 or 3. Every fight he gets into, he nearly gets killed. The Nazgul on Weathertop, The cave troll in Moria, The Nazgul again in Osgiliath, Shelob.... Gee, that's all the fights he gets into. And the only one he doesn't get knocked out in, he nearly gives the Ring to a Nazgul. You’d have to have some seriously low hit points and saving throw modifiers to do all that.
