Jirachi hands down. Steel is a great defensive typing, and it will start with one strong move in confusion, and wish which is a healing move that will be helpful in keeping the bugger alive while not having to use up potions as fast. Plus it has good stats all around.

Jirachi is strong but it isn’t a monster like a lot of legendaries, just a good all arounder since it has 100 base stats in each category.
However, if you feel strongly against it, go with Buizel. Nintales’s level up move pool is garbage because it is a stone evolution.
