Because the bard is just a mashup of a lot of other classes. It's like if a rogue married a wizard and gave birth to a weird sorcerer. The class never explains how they even have powers. Every other spellcaster has some explanation, not the bard. Here's an example:
Wizards take years of studying how the universe and magic works to use magic.
Sorcerers are born with magic, or they are influenced by another source giving them powers.
Warlocks make a pact with a magical entity that loans them magical powers.
Clerics worship a deity that gives them magic.
Paladins are the champions of their deities that also grant them magic to enhance their fighting.
Druids are forces of nature that draw upon the wild to fuel their powers. Druids embody parts of nature and are the forces of the wild.
Rangers also make a bond with nature, but they are more guardians of nature and expert trackers.
Artificers use technology to fuel magic and can draw upon magical powers to enhance their weapons and equipment.
So, how do bards get magic? I guess they sing?

If only the class description said how they did that. Like, what's different between a bard and a normal minstrel? Why don't all musicians in D&D suddenly cause psychic damage to anyone they insult? Why don't they summon fireballs with bongos? What differentiates the bard from any other musician?

Yeah, that's nice and all, but that's just flavor of how music bends magic. That doesn't actually explain how BARDS DO THIS! How does a bard "snatch and harness echoes. . . woven into their spells and powers"? How do they do that and how is that different from any other musician ever?

Because artificers are awesome. I've always been a nerd and liked technology. Now I can literally play the Doctor from Doctor Who, or Dr. Jekyll or Bruce Banner or Iron Man. Most superheroes and supervillains can be symbolized by artificers. You use magical technology to create magic items, make servants, and create armies of shrubs. What's there to not like about them? (You know, besides the whole of the Alchemist subclass, which is absolute garbage)
Why do you like rogues, besides having murderhoboism built in as a class feature?
