You don't nescecarily have to make your character one with a character sheet. You can also use monster stat blocks (homebrew or official), or just not make stats at all (although you will need to make them eventually if your character is gonna go into combat at some point). But I would recommend looking through Adohand's, finding whatever thread looks interesting to you, then make a character AFTER learning the theme/genre of the thread. (But if you want a tavern without any specific theme, I recommend Lord's Rest).
