If you could use sneak attack, that would be correct, but you can't.
You can use Hunter's mark. Swap the rouge red for a ranger green.
Have they added a new makeup kit tool proficiency now in addition to the disguise kit?

Part of the standard adventurer kits is an eyeliner pencil, because it's a known fact that everyone looks better with eyeliner! Any decent adventurer would know this and be prepared.
Rouge, on the other hand, depends very much on the person.

Sneak Attack requires a finesse or ranged weapon.
The Dhampir's bite is a natural weapon that acts like a simple melee weapon, but is not a finesse weapon, so is not eligible for sneak attack by RAW.

I didn't think rouge was a their thing. I envisaged them as being very pale and proud of it. Surely they wouldn't use makeup to change that....
Although, on such a pale complexion you are probably right that it would be overpowered.
Snipes didn’t look too pale as a daywalker. And he certainly wore rouge in To Wong Fu..
