There are plenty of magic items, like pearl of power or wands that regain charges or their use at dawn. When exactly is dawn? Is dawn at sunrise? Is dawn when the spell of the same name is cast nearby? Is dawn some arbitrary time that happens on some arbitrary semi-regular cycle? Is dawn just when a long-rest is finished - if so why not just say it recovers after a long rest?
I find the most likely answer that dawn is around the same time as sunrise. If this is the case:
1) Does Keen Mind feat allow you to know when applicable magic items will recharge?
2a) If you teleport or otherwise move to a place where sunrise is about to happen does that allow you to recharge such magic items again additional times in a give 24-hour period?
2b) Could a speedy wielder of a wand of fireballs outrun the day and "dawn" then slow down to experience it again to recharge the wand constantly and bathe the countryside in fireballs?
3) When would dawn be on other planes that don't see the sun - ex) Avernus?
Dawn is the time of day when sunrise occurs. Sunrise is an event that occurs during dawn. Specifically, dawn is when light starts to appear in the sky, but the sun is not yet visible.

1.) No. Keen mind lets you know how long until Sunrise and Sundown. If you know a magic item recharges at Dawn then they would have an idea, though Dawn occurs before Sunrise.
2a/b.) Those sounds like something that the DM would have to make a ruling on.
3.) To keep things simple I would go with "at the start of the adventuring day" since there is no Dawn in Averness, perse.
Time in the Nine Hells progresses at the same rate as it does on the Prime Material, as far as I know. If a magic item simply has to take a break, then it will recharge at the time when dawn would occur on the only plane that has dawn. (The Shadowfell is always dusk or something. Is the Feywild always daytime?) But if it actually needs the sunlight or something, then no.
Our Avernus DM has ruled this way, anyway. The alternative -- no recharging -- would suck, and while arguably an adventure in Avernus *should* suck, that's not the particular kind of misery we were interested in I guess.
