While wearing the ring, you have resistance to cold damage. You and everything you wear and carry being unharmed by temperatures as low as −50 degrees Fahrenheit is an additional effect.
I guess what I'm getting at is that it says Resistance not immunity but then it says you are unharmed. So, would they take no damage or half damage? Assuming it means any kind of cold damage.

Resistance means half damage. Cold damage isn't related to the "unharmed" bit.
The description says you are only unharmed by temperatures down to -50F. While it does not say the temperature of a white dragon's breath or anything else that deals cold damage it wouldbe reasonable to assume it is colder than that.
So the two parts of what the ring does is consistent.
Naturally being exposed to air at that temperature in Siberia or Antarctica would take a minute or two to do any damage.

The second sentence of the ring generally does nothing, as resistance to cold damage protects you from cold temperatures all by itself, but otherwise it's referring to the rule that temperatures of 0 degrees or less force you to make Con saves against Exhaustion (Cold resistance exempts you, which is why the second sentence of the ring is meaningless).

The very first sentence of the ring of warmth’s description says you have resistance to cold damage.
While wearing the ring, you have resistance to cold damage. You and everything you wear and carry being unharmed by temperatures as low as −50 degrees Fahrenheit is an additional effect.

This edition makes no distinction between magical or nonmagical cold damage. Cold is cold.
In addition, a dragon’s breath weapon is not considered magical this edition.
