For PCs and levels, I think of it as hitting the tipping point on a skill you’ve been working on where it’s committed to muscle memory or suchlike so you can reliably utilize the skill in any situation. Plus there’s also just an element of the narrative giving way to a game mechanic.
I seem to have misplaced my brain as i cannot find the rules for scribing. What is the cost for a legendary scroll?
Also, what do pcs regard levels as? Hey, i woke up and knew this skill? It confuses me a bit and I would like to know
