I can't find anything in PHB about an Weapon Attack DC. My understanding of combat if roll a d20, add STR (or DEX) modifier and Proficiency Bonus. In this case the Veteran adds 5 to the d20. If that's equal to or greater than the target's AC, it hits. I don't see a DC anywhere.
Am I blind and completely misunderstanding combat?

I see DC 17 l in the statblock. What is displayed in your link is taken from where? I looks like D&D Beyond butit's not what's written in 17045-Veteran
We're definitely seeing different versions of 17045-Veteran for some reason. This is weird. Could it be related to the new rules? I preordered the 2024 revisions, if you haven't that could be it.

Is it possible you are using any extensions or other browser add-ins that might be adding those things?
I have seen in some YouTube videos some added in features to D&D beyond descriptions caused by the addins that they use for various VTT programs, i think.
I would check the browser plug ins you have installed and see if they are rewriting the text for some reason.
I have Beyond20 installed for example and it parses stat blocks adding a B icon and making the attacks rollable with a click with the output sent to a VTT in another tab. It could be you either have a different plug in with a bug or possibly two plugins trying to rewrite the displayed text at the same time resulting in that bug. I do NOT see the "DC17 |" in the veteran stat block. In terms of where it is coming from .. it would appear that it could be from 10+proficiency+the weapon attack modifier (which makes no sense from a game perspective but would if you were calculating a skill check based on a stat). You could check other stat blocks to see if that pattern holds true or not but my guess is a malfunctioning plug in.
It was driving me crazy too, I also thought it was Beyond20. It is not. It's a feature of the "D&D Beyond DM-Screen & Spell List Manager" addon. If you open it on a monster statblock page, you can disable it.

Where to you see this? If in a virtual table, it's a typo since theVeteran 's action doesn't say that .
Roll20 for exemple, often has similar mistake in some adventures from D&D Adventures League.

Regardless, DC 17 in and of itself in a weapon attack means nothing without the ability score associated with.
