I’m going to be running an adventure where the PCs are trapped in a tomb and running out of air. One of the PCs has a necklace of adaptation that allows her to breath normally in any environment. Would she still be subject to the fatigue effects of a lack of oxygen or would the necklace negate those effects?

Up to the DM. I'd say they will be protected, but I could see it argued either way.
The fish won't suffocate if it has a necklace of adaptation and neither will the player since they can breathe normally in any environment.
But when I read the OP, I assumed the tomb was running out of air because it was filling up with water. That's why I made the unrelated comment about underwater breathing. My bad on assuming.
If you want it to not work, then make it not work. But maybe throw the player a bone - the necklace will not replace oxygen, but it would allow the player to enter a dormant state where they barely move or breathe at all. In that state they might survive in the ring months after another has died. Maybe that power would inspire some interesting solutions.
All things considered, I'd go to the wording of the Necklace of Adaptation: "you can breathe normally in any environment". Then I'd ask myself "is an airless environment an environment?" In my case, I'd answer yes and let it work. :p

But RAW, you do need to breath for the necklace to work. So it might work in an oxygenless environment, but you physically can't breath in an airless environment.
I would also argue you can't breathe earth if you are buried or magically moving through it.

My reading of the item would say it works... plus for sheer Rule of Cool for the game I think it should be allowed, even if it's not a perfect interpretation of the rules. How disappointing would it be to go out of your way to get this rare magical item, and in this one moment where it seems absolutely perfect to give you a cool hero moment to rescue the party, and the DM starts going, "Well, technically..."

Breathing water and not needing oxygen are 2 completely different things. Fish will suffocate if water does not have enough dissolved oxygen.

They’re running out of air because the tomb is airtight and only has the oxygen that was in it when they are trapped.
