Is your character supposed to have the physical tool kit(s) they are proficient with at the start of a campaign? For example, as a first level Druid, should my starting equipment include a Herbalism kit? If not, that seems kind of strange.

It depends on background if you start with stuff like that. You can purchase an herbalism kit after character creation with starting funds. Alternatively, instead of choosing “standard equipment” you can take the money and purchase whatever you like.
Just having a tool proficiency doesn't provide the tools themselves. You either start with it as part of your starting package from your Background/Class or you purchase with the starting gold package.

It's pretty common to end up with a proficiency in a toolset you don't start with. It's pretty cheap to pick up the toolset after a level or two, they're not that expensive.
Thanks everyone, I think I will work it out with my DM to buy it in game at this point. I do think it would be cool if the starting equipment in dndbeyond had an option to toggle your proficiency tool kits. As some of you have said, picking the gold option lets you buy it, but a new player like me wouldn't know that.

DDB cannot make that change. They do not publish D&D, another company called Wizards of the Coast does. DDB has to do what WotC published. If you are dissatisfied, you should direct your feedback to that company.
Oh my god, you guys are right. I think the first background I ever took had the tools listed in them, and the thieves equipment is included when you take a rogue at 1st level so I just assumed ALL the backgrounds grant you them.

Yes they are supposed to have it. But as IamSposta said, it is possible to intentionally not get it.

No, if they pick an equipment package they do not get it. If they ick gold they have to buy it.
if you grew up as an apprentice at the local herbalism shop ...or carpenters...or alchemist, do you get to walk out with the equipment when you leave?

If you get the equiptment package you are SUPPOSED to get tools for ALL your proficiencies, as per the PHB.I was wrong. But you should get the tools.
