Yeah, lots of stuff in 5e has text that feels redundant, if only to make sure there's no confusion. Any time something doesn't carefully explain exactly how it works tends to either get abused or used incorrectly.
When you have one Attack, you can replace it with the Radiant Sun Bolt for free.
When you gain the Extra Attack feature, you can replace either or both of your attacks in that Attack Action with the Radiant Sun Bolt for free.
If you make at least one Radiant Sun Bolt attack as part of an Attack Action, you can spend 1 Ki point to as a Bonus Action make two additional Radiant Sun Bolt attacks.
I'm not sure where the confusion lies regarding how this feature works?
