would it be possable to,say, have a monk teach a wizard or sorcerer unarmored defense, without them haveing to get a level in monk? or have a rogue teach sneak attack to the hexblade or ranger?

If the DM says yes, anything is possible. But RAW, no.
You might consider a homebrew feat as a solution, where the character trying to learn the thing in question would get the ability in question (or a nerfed version of it) in lieu of an ability score increase.
To prevent power creep issues, however, I'd expect that process to take a *lot* of downtime to accomplish, and that it would have to be reciprocated in some way by the class receiving the benefit also teaching the class giving a feature.
Surprise surprise, some versions of this were essentially just released as new UA Feats
Definite power creep, since feats are much easier to unlock then multiclassing. If anything like this gets published, expect Fighters and Rogues to get a lot more popular as chassis to bolt mini-multiclass feats onto.
