It probably wouldn't be the first feat I take, but if I'm a finesse-wielder it's certainly one I'd take a close look at. Getting most of a Shield spell for free as a reaction every round? Nothing to sneeze at.
Less of a bonus than Shield, but doesn't cost a spell slot. More of a bonus than a War Mage's Arcane Deflection and potentially more damage avoided than using a Rogue's Uncanny Dodge, but requires a specific item in hand to use.
It's a decent enough feat in theory, but usually hard to fit over an ASI or damage-oriented feat in most builds. Fighters and Rogues are the most likely to have a spare feat to fit it, but Fighters would usually rather be using their Reactions to make Opportunity Attacks and may not be using Finesse weapons, and Rogues already have Uncanny Dodge which kind of serves the same purpose.
