Regarding this ring, I have a question on a capability. It states the following:
If you die while wearing the ring, your soul enters it, unless it already houses a soul. You can remain in the ring or depart for the afterlife. As long as your soul is in the ring, you can telepathically communicate with any creature wearing it. A wearer can't prevent this telepathic communication.
"unless it already houses a soul" does that mean I can capture a soul into the ring as it dies or does it infer that I can create a story around the ring that it houses a soul or both?
"Unless it already houses a soul" Is referring to the potential of a previous ring-wearer using the ability.
Bob has ring of Mind shielding, Bob dies, rather than depart for the afterlife he decides to live in the ring.
Jan finds the ring of Mind shielding, has many thoughtful conversations with Bob. Jan dies. Jan cannot enter the ring as it already houses a soul (Bob's)
As Thain said, that applies to the soul of a previous ring-wearer. That isn't to say, however, that your players couldn't find a ring that already had the soul of a previous ring-wearer in it.
As long as someone once wore the ring and died while attuned to it, anybody's soul could be in there.
Although it does not answer this exact question, it is sometimes worth searching the forums before asking a question as even threads like this one would have dispelled some doubts.
What method did you use to find that other thread?
When I entered "soul in ring of mind shielding" into the dndbeyond search engine, and then clicked on the Forums icon, the results were empty.
Even just "ring of mind shielding" produced no results.
Hmmm, bizarre, for me the last one produced a long list of threads, 5 pages of them....
Odd. When I just tried this the search with "soul in ring of mind shielding" produced no forum results though there were quite a few results from the compendium, monsters and elsewhere but there appeared to be no forum threads listed.

Not necessarily. Technically Bob didn’t get a choice. Bob died wearing the ring, and got sucked in whether he wanted to or not. After that he could choose to stay or go. And maybe bob was nice.
But Bob may have wanted to get brought back somehow and his party couldn’t/wouldn’t/didn’t, and so now he’s very POed that he’s stuck in a Ring of Mind Shielding... for 200 years.... Bob may have been badgering Jan to find some way to bring him back or he would keep her awake all night singing “I’m Henry the 8th I am” all night.. every night... forever.... 🤷♂️ Maybe Jan died of Exhaustion.
One of the advantages to having an empty RoMS is that if the PC dies, and gets stored in the ring, then the party can possibly bring them back more easily. Since those spells require “the creature's soul is free and willing,” being safely tucked away in ring able to talk to your friends is better than a lot of things that could happen to a soul in D&D.
If there’s already a soul in there, it may be friendly Bob. And maybe even friendly Bob was a “Super Genius,” and can offer the party training, (or if you prefer, training), and from time to time wise counsel from his days as an adventurer. (Because the DM sometimes finds it useful to have that “in case of emergency” glass to break to help nudge the party away from or toward a cliff.) Maybe Bob was a high level NPC and can offer the party a boon or other treasures if they restore him.
Or maybe Bob was secretly a villain the whole time manipulating the party from beyond the grave and will attack the party once restored! Or worse, trick them into helping his dastardly plans come to fruition....
Or maybe it’s insane ghost Bob desperately clinging to a shadow existence in the vain hope that someone will finally restore him to life... if he doesn’t drive them mad or contribute to their deaths some other way first.
Or maybe Bob fell in love with Jan and at the last moment, chose to freely move on to a doomed afterlife enslaved to a devil for all eternity, a fate only forestalled by the ring. And now Jan feels compelled to go to the 9 hells and rescue Bobs soul from a fate worse than death. And she’ll do it with or without her party! (Who all say yes of course because it’s D&D and that’s what we do.)
Or maybe Jan never really liked Bob the same way.. and she’ll miss him and all, but.... ( 🤷♂️ Players do the darn seat things.)
Or maybe Jan and the gang have been hired to safely smuggle this ring out if the country because it holds the soul of a spy, or high level defector, and the need to get the information in that droid ring’s occupant to the rebels.... 😉
Or maybe... Bob gets tucked away in the wizard’s little bag of sand and forgotten about for a long, long time.... 🎶Lonely Man🎶 playing in the background....
My point is Bob can be whatever the DM wants or needs him to be. And Jan can do whatever she wants because player agency. But it’s a hook, a plot device. Or it can be anyway.
