Nordica is a snowy land to the north. It has a polytheistic religion with Sworv, god of war and Wisdom, Jevelen, god of Thunder and the Sea; Avat, god of the sun and Moon, Vocal, god of metal and stone, and Rorvan, god of crafting. It's main cities are Volstom, city of the sea, a port city; Gunvik, city of steel, a blacksmith town; and Norvow, a mining city. There are numerous small villages in the mountains and plains. It has tundras, fjords, mountains, and plains. The far north is an ice sheet inhabited by yetis and orcs. Orcs are a constant problem, with many cities being fortified. There are many dungeons and ruins, left from the ancient Thorstic civilization. The Current ruling dynasty is the Skandi Clan, with Erik Skandi being Oberjarl. Jarls are appointed for fiefs, and a semi-democratic regional election is held to vote for Jarls each year, called the Thing (google Viking Thing).

Prayer to Rovan is a broken spell. It's +4 to attack rolls breaks bounded accuracy by a crazy amount. (Bounded accuracy is the concept that everything is within the limits of the d20, which this spell breaks by making it much less so in those limits) Not to mention the duration is permanent. Also the strongest legendary weapons in the game can only be a +3 weapon unless you homebrew.
Heck, I'd put Prayer to Rovan at 8th level for a spell. IDK how you think it's 2nd.

is the polytheistic religion the only religious tradition in the World? I find that hard to believe, The setting being themed around only Vikings seems a problem to me, what if someone didn't want to play a Viking-themed character? having cities devoted to particularly one resource would limit their overall production and thus damage the Empire's economy, how does the government maintain control in the face of rebellion? a regime that rules by power won't last long?
