All of the houses add 9 spells to the list. Izzet adds 15 spells to the list, including cantrips. Mark of the storm does add a cantrip, but it's not part of the spell list. Those two have two spells in common leaving 22 spells added that are fairly thematic. But going with something like Mark of Shadows would result in no overlap, adding the full 24 spells to the spell list.
How many of those would overlap with individual spell lists?
As an aside, a prepared caster would be the best to maximize the additional spells as you could swap those spells in and out when needed. Druid, Cleric, and Paladin would have access to them all each long rest (outside of cantrips) and wouldn't have as many overlaps as Wizard would have. Wizard would probably benefit more from a different Ravinca background to avoid as much overlap to maximize the number of potential spells they could learn, which could include several healing spells.

By combining any Ravnica background and Dragonmark Race, who can add the most spells to any regular Spell List?
