Time and effort spent mastering the culinary arts has paid off. You gain the following benefits:
Increase your Constitution or Wisdom score by 1, to a maximum of 20.
You gain proficiency with cook’s utensils if you don’t already have it.
As part of a short rest, you can cook special food, provided you have ingredients and cook’s utensils on hand. You can prepare enough of this food for a number of creatures equal to 4 + your proficiency bonus. At the end of the short rest, any creature who eats the food and spends one or more Hit Dice to regain hit points regains an extra 1d8 hit points.
With one hour of work or when you finish a long rest, you can cook a number of treats equal to your proficiency bonus. These special treats last 8 hours after being made. A creature can use a bonus action to eat one of those treats to gain temporary hit points equal to your proficiency bonus.
Now, the common opinion is that this feat is a bit under-tuned at the moment. But given that many of us love it, I figured it might be worth tweaking just a bit.
The first two benefits are perfectly fine and don't need any changing. I might like to see a clause that states if you already have proficiency in chef's tools, you get expertise.
It's the last two lines that need a little bit of help. But I think that adding just one line to the end of each bullet point will go a long way toward making it better. And that line is:
"At the DMs discretion, food made with rare ingredients or special recipes might grant a greater effect."
If you want to get fancy, include a nice little table with some enhanced effects. I might even work one up.
I don't think the feat is that underpowered, but I would like to see it do a bit more. A "special recipes" table would be great, and I would help anyone who wants to make one.

Crafting, in general, is super under developed. Being able to make better food with rarer ingredients should fall under "ways to craft stuff with different tools."
One the Hit Die healing bit. I'd remove the requirement for hit die and instead just make it a straight up heal. Right now its basically Song of Rest, but less. Making it its own actual healing meal-no HD interaction at all, means its always useful and it has a special niche. So I'd rathe heal a D8 or a D8+Profiency.
As for the cookie, I love it but I'd go with Double Profiency. It is competing a lot with other bonus actions on most characters, and this is a feat.
So basically with these two changes it is another mundane way of healijng and damage mitgation. It becomes an alternative to Healer and inspiring Leader. Not as strong as either one, but can supplement both--or stand on its own.
and I am always all for another way to mitigate neding a 'main healer' but ya'kno. I' man alchemist player.

I don’t think it’s underpowered at all. You can basically hand out False Life equivalent power bars for free.

When I first saw this post I thought it was Twerking Chef lol
I dunno. Compared to Inspiring Leader, the temporary hit points aren't that great. Then again, IL doesn't give a stat boost.
And inspiring leader is a one speech fits all thing. Chef let’s you make them and then hand them out as needed. And it lets you heal regular HP too.
