Well it can also speak, so the possibilities are endless.
Yes. All the “true” dragons (Wyrmling, Young, Adult, Ancient), and most other dragons have expertise in perception. Monsters with expertise are actually a lot more common than you might think. Beasts such as Giant Crocodiles come to mind with Stealth or Perception being the most common.
