False Appearance. While the mephit remains motionless, it is indistinguishable from an ordinary shard of ice.

I'm new to dnd, so can someone please explain what the "Recharge 6" means?
Welcome! Recharge 6 means that after the Ice Mephit uses Frost Breath it rolls a d6 at the start of its next turn. On a 6, Frost Breath recharges and can be used again. On a 1-5 Frost Breath doesn't recharge so the Mephit has to use Claw or Fog Cloud or some other action. At the start of all future turns the Mephit rolls to see if Frost Breath has recharged.
Common mechanism for breath weapons - for dragons recharges are often on a 5-6.
