Firstly consult with you GM/DM as they would be the authority with the game world.
Secondly while I personally may allow the extraction of poisons if you're proficient in the correct tools given this is a tiny creature there would be limit for how much you can extract plus Animal Handling of Arcana checks to handle the creature correctly.
As you said, some snakes can do that. This statblock is supposed to represent an average venomous snake, so if you want something more dangerous you can always use the Giant version or homebrew an even stronger version.
Besides, a commoner has an average of 4 hit points and a +0 Con modifier, so even this snake can already kill the average person with its venom, maybe even a guard if it rolls max damage. And the poison damage is applied at the same time as the bite, so unless the DM rolls death saves for NPCs the death is actually instantaneous and cannot be neutralized unless healing and poison resistance/immunity count as neutralizing. It isn't that dangerous for adventurers, but that's because, well, this is a fantasy game, and it's not fun or climactic for any player interpreting a magic-using hero with the potential to slay dragons to be suddenly killed by a common cobra straight out of a random encounter table, especially if it's from a "save or die" ability such as the one you're suggesting.
I think that's what the 10-feet blindsight is meant to represent, though it does makes sense they would have Keen Smell as well. You could also add something similar to the grimlock's Blind Senses to specify the blindsight doesn't work if the snake is unable to smell.
I'm aware of two types of snakes that can be poisonous: Garter Snakes and Rhabdophis tigrinus in Asia. Similarly they become poisonous by eating poisonous prey and sequestering the poison. I suppose it must be one of these two types which I think are pretty similar snakes haha either that or it is venomous... would be cool if it was a constrictor snake instead though like a python. Maybe home-brew constrictor snake who instead of having poison damage grapples.
Depends on the DM but if I was the DM I'd say no. It says that it cannot attack so it makes sense to assume it doesn't have toxins
To the poisonous/venomous debate. Who's to say this snake isn't poisonous AND venomous? Perhaps "poisonous" snake refers to the fact that if it is ingested it would be toxic to whomever ate it similar to a poisonous dart frog.

(Replying to ZenBaahl) Unfortunately a snake's fangs probably won't grow back if you were to harvest the fang itself. However, if you have a poison snake as a familiar, they would likely allow you to harvest venom that naturally drips out from their fangs when the proper pressure is applied. These drops (at least in the real world) come out a bit slowly, so if you want you could likely harvest about 1d8 drops of venom per day per snake. Hope this helps! :)
