I feel your anger, dude ... but I think the 2 INT is appropriate for the Weasel; the proper solution is obviously to increase the Raven's INT to at least a 4!
FWIW - I had a Druid in a campaign of mine Wild Shape into one of these to spy on someone in the forest, and I had to go check the +3 Perception and +5 Stealth to make sure he wasn't lying. This little beast is an OP spy!
Ask your DM If you can use an otter for swim speed. They are similar to the weasel. weasels, badgers, otters, ferrets, martens, minks and wolverines are in the same family :)

Its cool and I am wanting to create one but I agree, if it has swim speed, shouldn't it also have digging, and climbing speed too??

That would require someone to research instead of assuming and putting a generic stat block on something.
That's because the stat block is wrong. Watch a nature show and see how resilient they are...again using generic stat blocks instead of researching.
I'm glad to find someone else who's mad at the Beast stat blocks. It was a joke on my part, weasels are among my favorite animals.
