Most OP familiar for small PCs?
I am pretty sure, you can't ride it or be carried by it, even if you were a gnome or something like that.
I think it might depend, it is medium, so I think small creatures could ride it. You might need an exotic saddle for that though, and even then I can see a DM not allowing it.
I noticed what you're saying when I was making a build based on using the Chain Lock Familiar's Features effectively that the Grapple rules should allow for the Vulture to help with movement still. This is also my first time commenting ever on the website! :D
