Actual Comments:
HP: I think that's a bit too high for CR 15, DMG pg. 274 says a CR 15 should have between 281-295 HP, with changes from resistance & immunities.
AC: DMG pg. 274 says it should be 18, so its AC is to high even for the average CR 30, though most CR 30s do have higher than 19... So that's OK
Reactions: Is it a reaction to anything, it does say "... immediately turn his attackers into ink...", pluralized as well, but CR 15 should only do 93-98 damage a round with a save DC of 18, not insta-killing Tiamat & Bahamut without a save, which makes me wonder 2 things: 1. What about their reviving traits, what happens then? And 2. Is this balanced? Also, your supposed to replace "Reaction Name" with the name of the reaction...
Damage adjustments: I think having immunity to everything doesn't make up for vulnerability to psychic, especially with one-hundred million health...
Ability Scores: 20 For all stats isn't the absolute worst, but I still think that would make it CR go up by 1 to 3...
Speed: I think going infinitely times faster than the speed of light even when its speed is 1/800000, might be too much.
Senses: Passive Perception 100 is probably for CR 60s, and sensing the players regardless of where their at it odd, especially since its only the players, I think that should be a 9th or 10th level (10th level spells were deleted canonically) spell that can work on up to 5 targets of any kind and has a duration of a tenday.
Spells: D&D Beyond says no homebrew spells for homebrew monsters... Although I guess they say links to them... Those should be actions/bonus actions/always active traits/etc.
Languages: CR 15s typically don't know every language... which, does that include Godstongue and telepathy? Common is a language that classifies as "All"
Shapechange Trait (Or lack thereof): "He is a cartoon demon that is made of ink. He can become a demonic version of himself, one that is PURE EVIL." I'm guessing (And hoping!) that this is his "Demonic" form, but, if he shapechanges, where is the shapechange trait?
Summary: This might be too powerful for CR 15 (Look at Adult Green & Bronze Dragon stat blocks), and is another perfect example of A. People having an obsession/fixation with creating over powered things, which, I won't lie, sometime when I get bored I create a level 20 character, B. You haven't played D&D and/or play a different TTRPG where things like this are somehow common, or C. Your players hurt you and you want revenge. Those are three examples I came up with within a minute, though I'm sure there are more, but none of which should mean you actually POST IT on D&D Beyond, especially since you can't take it back, which sucks.
This creature has a pretty cool idea and great potential though...
