It's important to keep in mind that the description, not the name, of a spell is what defines what the spell can do.

As pointed out by some others the wording of "Any" can mean all that is currently buffing and/or debuffing ends.
However I want to bring your attention to how it's written. It says at the start to choose one, then you have a full stop at the end of the sentence. Then going on to say Any spell 3rd level instantly ends. This does not mean every spell 3rd level or lower. You are essentially getting to pick one spell if there are multiple on that creature. And if it is a 3rd level or below that you choose, it ends automatically.
Counterspell is similar where cause the spell is 3rd level anything equal or below is ended/prevented without you having to make a Arcana check.
If I can use an example. If I ask you to pick any colour you will most likely pick 1 colour. You are given a wide range of choice, but only can pick 1. As has been established with the first sentence. The Second sentence is merely letting you know how powerful Dispel Magic is that it can end 1/3 levels in an instant.
Notice the second paragraph for up casting. It words "Spell" and "Spell's" but not the plural "Spells".
As a side note, a DM or yourself if you are going to run a game may very well interpret Dispel to target all spells and that is your prerogative to do so. My explanation is an alternative answer for you.
