Can someone tell me what is "a piece of down"?

A layer of special feathers on birds that is typically found on the chest and near the base of the ("normal") feathers. Its sort of looks like fur, and is used in a similar manner as fur. In addition, birds typically grow their down before they grow their ("normal") feathers.

A funny thing about this spell is that it doesn’t specify the target creatures’ size.

So, you could hypothetically catch a herd of falling elephants as easily as a family of gnomes.

A piece of down is feathers like a down coat or down comforter. 

I mean, if you are more or less altering gravity's effect on a creature, it's original weight is fairly irrelephant.

Also right away, he is WRONG in it.  You don't have to fall for 60 feet first.

Great for rangers, use Cape of the mountebank, teleport 500ft up. Cast featherfall and spend the next 9 turns raining death on your enemies with your longbow.

The issue I have with this spell is the material component; it's flavorful, but adds mechanical clutter. On a gish character using a shield, weapon and the Warcaster feat, if someone gets pushed off a cliff, you can't cast this to save yourself or a teammate because you have no free hand available to grab your component out of your pouch.

Shield has no such component, nor does absorb elements. Eldritch knights and arcane tricksters don't get a spellcasting focus, so no combining that with your weapon, either. Kinda hard for a valor bard to grab his pan pipes with rapier and shield in hand, too.

The point of a reaction option is to have it there for when it's needed, but in this case it flat-out doesn't work. This is especially problematic in games where the threat of falling is constant, like in the city of Sharn in Eberron.

Well, you can always have a feather pendant around your neck. When you get pushed over the edge of the cliff, a few things happen pretty much instantaneously:

1. You realise that fighting on the edge of a cliff is stupid and resolve to learn from your mistakes
2. You let go of either the shield or the sword and grab the feather pendant
3. You say the magic words (I personally like Nosmackus Terra Firma)
4. You remember that it is not the fall that kills you. It is the landing.
5. You look down and pay attention to where your shield or sword lands

 PS: My character is a witch. You have no idea how many hairpins, feathers, crystals, bits of string and small insects she has on her person. Google the idea of a shamble (sometimes called a shambles) from Terry Pratchett's books to see why she needs it.

PPS Edit: if you feel like this is something that might happen often, you could tie a piece of rope or leather to your shield and your wrist or belt, so that you can easily retrieve it if you drop it or it gets knocked out of your hand. Or if you are one of the high INT low WIS gishes who are really smart but absentminded and often forget your shield in places

that'd be up to DM's digression. I would say so but the gnome would take like half falling damage or something along those lines.

 At worst, I would say take 60ft of falling damage (since those affected fall 60ft a round, though they land feather light and take no damage) since the gnome isn't getting that magical cushioning but since they are being carried, I would give them some sort of roll to minimize it with assist from the person holding them. With a bad roll I'd still less than 60ft of damage but probably also cause damage to the one holding their friend.

Can you use this spell to glide horizontally?

No the spell specifically says "falling creature's rate of descent slows to 60 feet per round until the spell ends." Falling is in what ever direction the gravity pulls which in most realms is vertically down
