1000 gp is nothing to most adventurer's.

I don't know about your PCs, but mine tend to spend their cash as soon as they earn it.  Like, seriously... "We have 5k gold!?  Okay, where can I buy a slightly more magic sword?"

 Yes but a 1000gp diamond might be exceedingly rare. That's up to you as a DM.

Why not just use Wish to cast True Resurrection instead?

Because wish can cast any 8th level or lower spell as a surety, with no cost. True resurrection is 9th level, and thus risks the 33% chance of never being able to cast wish again.

 I would say that since Wish specifies it replicates the *effects* of a spell, it isn't casting it per RAW. As always though, it's a DM choice matter. 

this is very situational I think most players would go for revivify or raise dead

Well typically you'll have a Cleric and they'll just prepare this when they need to use it then get rid of it. It's supposed to be longer reaching but most of the time that reach extends past the needs of adventurers, so I wouldn't pick this as a Bard, to be honest.

If they body is missing a head, would you be able to resurrect them using this spell?

"This spell closes all mortal wounds and restores any missing body parts." So yes this spell would resurrect them and give them a new head
