Because Necromancers only work with bodies! Take the Create Undead spell for example, which School of Necromancy Wizards innately learn at 6th level. This spell creates Ghouls from dead bodies, which are Undead. It has nothing to do with returning the soul of the creature back to the body, but rather infusing the body with a new life (or unlife) force.
Resurrection spells are in the Necromancy school of magic, but they go beyond the body. When a creature dies, the soul is immediately taken beyond the Prime Material plane to wherever it will end up, whether that be upstairs or downstairs. Necromancers are not able to summon those spirits, as they are now in the divine realms. Druids, Clerics, Paladins, Rangers, etc. are all divine spellcasters, drawing their magic from the gods and nature. Wizards are arcane, using only the weave. Now, why Bards, who are also arcane casters, can eventually resurrect people, I have no idea.
Also, from a balance standpoint, Wizards are allowed access to every type of magic except one: healing. There isn't a single Wizard who can learn Cure Wounds without a magic item, multiclassing, or something else outside of their class. So it makes sense they can't learn actual resurrection spells.
If there is a cost (in this case 300gp worth i diamonds) those are the only components I require.

Actually no it shouldn't. Turns out if you take this as an optional spell, it's a spell your ranger can cast, but that doesn't make it a ranger spell.

You can always upcast. It won't have any additional effects unless you are a Life cleric.
For a Life cleric, it already does an additional 5hp (total 6) via Disciple of Life. Each level above 3rd is an extra HP.

That's their explanation for the function of the tool, but RAW if you are using the options they ARE on your list:
"The spells in the following list expand the ranger spell list in the Player’s Handbook. "
They are explicitly added to your spell list, not "spells you can prepare, but not on your spell class's list." Spells on [class] list are [class] spells.
This is the only resurrection spell that doesn't require the soul to be "willing" to come back.
Seeing as how death is... well, painful, I'm thinking of adding the stipulation of the revived coming back with 2 levels of exhaustion. Not as extreme as Resurrection, but not just a "lol not dead anymore" spammable spell.
I think the point is it's easy to use and low level, so you can just spam it.
Next time I run an encounter where the antagonists need to capture them, I'll kill them with magic, revify them, and then knock them unconscious.
That's literally how it is written in the rules of the DMG and PHB.
Would a bad guy be able to Counterspell this if the party used it?
I don't see why not. It is a spell that gets cast and can be countered like any of the others.
Could you use this in a scroll without the materiel cost?
That’s it’s point. A normal healing spell will bring up an unconscious party member. To heal them after 3 death saves, you need to cast this within 1 minute of them dying.
