I purchased the Echo Knight Content by itself, but it is not appearing as an option in the character builder for my fighter. Any help you could provide would be greatly appreciated.
I have access to the sourcebooks for explorer's guide to wildemount and mythic odesseys of theros, and can view any and all pages of them in the directory, as well as look at the Races from the race page and the subclasses from their respective class page, as well as view their magic items and spells. what I am not able to do is: use the sublasses and races from these 2 sourcebooks in the character creator, nor can I add the spells to characters, nor do the spells show up when I look for them on the spells page (yet i can view them by searching them in search everything). My Account Entitlements are sync'd, and the toggle switch is in the correct position. I'd rather not have to pay for the content again, but it's looking increasingly like that's going to be the case.

You say you have access to the 2 sourcebooks. Note that if you bought the Sourcebook Bundle before those 2 books were published, you don't automatically own them - you just get to purchase them at the Bundle discount. Check Explorer's Guide to Wildemount and Mythic Odysseys of Theros in the marketplace to make sure you actually own them (it'll say so if you do.)
If you don't own them here, then being able to read the books on DDB means you likely have access to them via a campaign with Content Sharing. If so, then you can only use those character builder options on a character that's Joined that campaign.

_Is the character at least a 3rd level fighter?

Make sure to turn on critical role content in the home tab of the character creator:
Then it should appear as one of the choices when choosing a Martial Archetype for a 3rd level fighter:
