Sorry if this is answered in the FAQs but I can't quite work out if it is or not.
Can someone with a free account add features such as spells and classes to character sheets in their campaign? Not give the players access to the actual sourcebooks but just add the features to their character sheets?
Without paying a penny to D&D Beyond you may use the content found in the free Basic Rules for the Character Builder / Sheet.
If you own the non-free content elsewhere you can use the various Homebrew tools to recreate: races (including subraces and variants), subclasses, feats, monsters, magic items, spells and backgrounds.
Campaign Sharing
In a campaign, any homebrew any player (including DM) has in their homebrew collection (typically anything they made or added from publicly shared homebrew) will be shared with everyone else in the campaign, automatically.
If a player/DM has a Master tier subscription they have the option to enable content sharing in a campaign they're in. If they do, all premium unlocked content everyone has will be shared with everyone else in the campaign.

If someone in the campaign own the content and content sharing is enabled within the campaign then you will have access to all the content owned by everyone in the campaign as long as you make the character within the campaign.

If i join a campaign that has content sharing, am i able to select kobold race without having volos guide to monsters myself?
I.E if i send a character into a campaign can i then have the option to change the character into a locked race?
Like Kobold or something else that i don't have access to?
