I can usually level up my player's PCs for them and pick whatever options are needed. But for some reason, when I set the Rogue to level 10 and try to pick a feat, I get the following error...

In other words, you don’t have access to complete the action.

I can still edit my other player's PCs. I can level them up and pick feats instead of ASIs, but I can't do it for the Rogue: https://ddb.ac/characters/19071820/gO4dEy
While I'm thinking of it, do you have content sharing enabled for this campaign? Was there a particular feat you were adding to the Rogue? What happens if you try applying a normal ASI selection to the Rogue instead of a Feat? What feats were you able to add successfully to the other characters?

No, we don't have content sharing turned on. The feat he wants is Fay Touched (Charisma). I can make changes and pick feats for other player's PCs, and I can apply an ACI to the rogue without issue. I can also add the feat through the features and traits tab without issue. The problem is just with the picking the feat during level up. I have even reset the PC to level 9 and then tried upgrading him to level 10.
That's the result of a recent bug I think. You as a DM own Fey Touched, but the player owning the character does not. For some reason it displays what you own for selection, but picking something he doesn't own yields an error.
I recall the intended behavior was to hide anything the player doesn't own, so Fey Touched wouldn't appear at all.
Possible fixes:
- Homebrew a copy of Fey Touched and use that. EDIT: Just make sure you don't publish it. Private homebrew can still be used in campaigns you're in/a DM of.
- Purchase a Master Tier subscription and activate content sharing.
- Have the player unclaim the character. The DM can then claim the character and apply changes, provided they have not reached their character limit. Afterwards, the DM can return the character to the player.
He's going to unclaim the PC. It's just weird because it worked before, but recently stopped working for this one PC. The others in my campaign continue to work, but not the rogue.
By default, a player should only have access to content that they have purchased or is free (Basic Rules). Content sharing with a master subscription means that the player has access to any content that anyone in the campaign owns, for characters in that campaign only.
Allowing DM edits to select feats for PCs in games without content sharing enabled was a bug, not a feature, as it bypassed the content sharing restriction.

Has the Rogue's player hit their max character limit? Have them check Their Characters.

I can ask, but this issue is for an existing character, not a new one. He's been playing this rogue for over 2 years.
If he recently made a new character that put him over the limit, then it could be preventing making changes to his other characters.
That might not be the cause of the problem, it's just a possibility.
